WASHINGTON, D.C. - U.S. Senator Jim Webb (D-VA) issued the following statement concerning the 2010 Quadrennial Defense Review. Webb serves on the Senate Committee on Armed Services and is a former Secretary of the Navy.

"It would be inappropriate to comment on the 2010 Quadrennial Defense Review (QDR) prior to its formal release and presentation to Congress.

"Furthermore, it should be emphasized that although the QDR is a valuable planning tool, it is an internal document and does not have the force of law. Decisions with respect to matters such as homeporting are subject to the authorization and appropriations process of the Congress.

"I continue to believe that removing an aircraft carrier from Naval Station Norfolk, Virginia would not be justified on either a strategic or fiscal level. I look forward to examining the issue when it formally comes before the Congress."
