RICHMOND – Governor Timothy M. Kaine today announced the appointment of Judge Harold W. Burgess Jr. to the Twelfth Judicial Circuit Court, serving the County of Chesterfield and City of Colonial Heights. Judge Burgess will fill the seat vacated by Judge Cleo Powell’s appointment to the Virginia Court of Appeals.
“I am very pleased to appoint such an experienced and well respected judge to serve in one of our circuit courts,” Governor Kaine said. “His thirteen years of work in the Twelfth District Juvenile and Domestic Relations Court makes him an ideal candidate to fill the vacancy in the Twelfth Circuit.”
Judge Burgess has been a judge in the Twelfth Judicial District Juvenile and Domestic Relations Court since 1996, and served as Chief Judge from 1998-2000 and 2002-2004. Prior to his appointment, Judge Burgess spent 22 years in private practice as a partner in Beddow, Marley, Burgess and Associates.
Judge Burgess is a member of the National Council of Juvenile and Family Court Judges, the Virginia Council of Juvenile and Domestic Relations Court Judges, the Chesterfield County Bar Association and the Virginia State Bar.
He received a bachelor’s degree from the University of Richmond in 1968 and a law degree from the University of Virginia School of Law in 1972. He served in the U.S. Army Reserves from 1968-1974.
