Governor Schwarzenegger Announces Appointments

Governor Arnold Schwarzenegger today announced the following appointments:
Jorge Carreon, M.D., 64, of Palos Verdes Penninsula, has been appointed to the Medical Board of California. Since 1978, he has practiced as a doctor of obstetrics and gynecology at his private practice in Los Angeles. Carreon has served as the president of International Health Consultants since 2002, consultant for St. Francis Medical Center since 2003 and chair of the Latin Business Association Healthcare Committee since 2006. In 1995, he founded Clinica-El Golf, a private hospital in Lima, Peru. Carreon is a member of the American Medical Association, California Medical Association, Los Angeles Medical Association, Peruvian Medical Association and American College of Physician Executives. This position requires Senate confirmation and the compensation is $100 per diem. Carreon is a Republican.
Rachelle Chong, 49, of San Francisco, has been reappointed to the California Public Utilities Commission. She has served on the California Public Utilities Commission since 2006. Since 2001, she has owned Professional Services of Rachelle Chong, her own business as a mediator, arbitrator and expert witness. From 2001 to April 2008, she was general counsel and vice president of government affairs for BroadBand Office, and since 2001, has been president of Carina Jewelry. Prior to that, Chong was a partner in the telecommunications and internet practice group of the Coudert Brothers International Law Firm from 1998 to 1999. In 1994, Chong was appointed a commissioner of the Federal Communications Commission (FCC) by President Clinton, where she served from 1994 to 1997. From 1989 to 1994, she served as an associate attorney, and later as a partner, in the Public Utilities Department for the international law firm of Graham & James, specializing in matters before the California Public Utilities Commission. From 1984 to 1987, Chong was an associate lawyer with the law firm of Kadison, Pfaelzer, Woodard, Quinn & Rossi, in Washington D.C. where she practiced communications law before the FCC. She earned a Juris Doctorate degree from the University of California, Hastings College of the Law and earned a Bachelor of Arts degree in journalism and political science from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $128,109. Chong is a Republican.
Rita Gallardo, 43, of Lakewood, has been appointed to the Statewide Pupil Assessment Review Panel. She serves as chief assistant clerk of the council for the Santa Ana City Council since 2007. Prior to that, Gallardo was an executive assistant for the city of Hawaiian Gardens from 2004 to 2007. From 2002 to 2004, she was an assistant clerk to the Orange County Transportation Authority Board and, from 1994 to 2002, Gallardo worked as an administrative analyst for the city of South Gate. She is a member of the California City Clerks Association of Southern California, Parent Teacher Association, Hispanas Organized for Political Equality, Municipal Management Association of Southern California and Women Leading Government. This position does not require Senate confirmation and there is no salary. Gallardo is a Democrat.
Michael Peevey, 70, of La Canada Flintridge, has been appointed president of the California Public Utilities Commission (PUC). He has served as president of the PUC since 2002. Previously, Peevey was chairman of TruePricing from 2000 to 2002, was president of NewEnergy from 1995 to 2000 and was self-employed as an energy consultant from 1993 to 1995. Prior to that, Peevey was president of Edison International and a senior executive of Southern California Edison Company from 1984 to 1993. Peevey earned a Master of Arts degree and a Bachelor of Arts degree in economics from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $132,179. Peevey is a Democrat.
