Governor Schwarzenegger Appoints David Maxwell-Jolly Director of Department of Health Care Services

Governor Arnold Schwarzenegger today announced the appointment of David G. Maxwell-Jolly, Ph.D. as the director for the Department of Health Care Services (DHCS).

"With David's leadership, the department can continue to emphasize health coverage, primary care and preventive services for the most vulnerable Californians, which will lower costs and improve health care for everyone. His knowledge of health care and public policy will be a great asset to the department during these challenging fiscal times," said Governor Schwarzenegger. "I extend my heartfelt appreciation to Sandra Shewry for her leadership, service and commitment to improving the health status of Californians. I am proud of Sandra's leadership in helping develop and advance my comprehensive health care reform proposal, in strengthening our state's health emergency preparedness and response capacity and in overseeing the creation of the very first Department of Public Health in 2007. She has been a dedicated public servant for 26 years and I wish her well in her new endeavors."

Maxwell-Jolly has served as director for the Department of Child Support Services since 2007. Prior to this, he was the chief deputy director from 2005 to 2007. In these positions, he guided the department in the formulation, implementation and administration of statewide policies pertaining to child support services programs and systems including the California Child Support Automation System (CCSAS). From 2004 to 2005, Maxwell-Jolly was project director of CCSAS at the Franchise Tax Board. Prior to that, he was the CCSAS project leader at DCSS from 2002 to 2004, where he directed state and contract staff in the development of the statewide automated system and the state disbursement unit. Maxwell-Jolly previously served as a deputy secretary for the Health and Human Services Agency (HHS) from 1999 to 2002. As deputy secretary, he provided budget and management oversight for 12 departments and one board under the agency.

From 1986 to 1999, Maxwell-Jolly was a principal consultant on health and human services issues for the California State Senate. Prior to that, he was a supervising analyst for the California Legislative Analyst's Office from 1982 to 1986. His experience also includes two years as a project analyst for the Kaiser Permanente Medical Care Program.

"I share Governor Schwarzenegger's passion to provide health care for all," said David Maxwell-Jolly. "I am honored to have this opportunity to serve the people of California."

Maxwell-Jolly, 59, of Sacramento, earned a Doctorate degree in public policy analysis from the Frederick S. Pardee RAND Graduate School, a Master of Public Health degree from the University of Michigan and a Bachelor of Arts degree in history and political science from Indiana University at Bloomington. This position requires Senate confirmation and the compensation is $165,000. Maxwell-Jolly is a Democrat and will take office on January 1, 2009.

The Governor also announced the appointment of Toby Douglas as chief deputy director of health care programs for DHCS.

"Toby's experience makes him the perfect individual for this position and I am confident that he will help to build a better health care system for all Californians," said Governor Schwarzenegger. "I would also like to commend Stan Rosenstein for his dedication and over 34 years of public service. Stan led California's Medi-Cal program, the largest Medicaid program in the nation for the past 15 years, where he earned the nickname ‘Mr. Medi-Cal.' His distinguished record of public service is exemplified by his sincere appreciation and affection for the people served by the Medi-Cal program. Stan is a tremendous individual and man of integrity and he certainly will be missed. I congratulate Stan on his retirement and applaud him for his foresight in recruiting Toby Douglas."

Douglas, 36, of Davis, has served as assistant deputy director and deputy director for health care programs at HHS since 2005. From 2001 to 2005, he served as senior manager and later as deputy director of activities related to health access, policy and planning at the San Mateo County Health Department. Previously, Douglas was senior analyst for Kaiser Permanente in 2000, implementing an innovative pharmacy utilization management pilot program for pharmacy operations. He also served as a research associate for the Urban Institute from 1996 to 1999, a non-partisan social policy research organization in Washington, D.C. Douglas earned Master's degrees in public policy and public health and a Bachelor of Arts degree in economics from the University of California, Berkeley. This position requires Senate confirmation and the compensation is $138,528. Douglas is a Democrat and will take office on January 1, 2009.

DHCS' mission is to preserve and improve the health status of all Californians. DHCS works closely with health care professionals, county governments and health plans to provide a health care safety net for California's low-income and persons with disabilities.
